Federal money under this law cannot be used in a fiscal year to pay for a state or local public works project unless the state or local government raises its own capital improvement spending that year (not counting federal money) by about the same amount as the project's required non‑federal share. None of the money can be used, even indirectly, to plan or build any school or other educational facility.
