The Director of the Office of Economic Opportunity must set up rules so that facilities and equipment from Job Corps centers that are closing can, when feasible, be made available to state, federal, or other public or private groups that have acceptable plans to use them. Priority is for programs that help low‑income, disadvantaged youth. Allowed uses include things like remedial classes, summer youth programs, vocational and job‑training, cultural and arts activities, teacher training, and conservation work. The Director must work with the General Services Administration and the Secretaries of Agriculture, the Interior, and Labor to make this happen.
