Breaking federal quarantine rules, or entering or leaving a quarantine area without the quarantine officer’s permission, is a crime. A person who does this can be fined up to $1,000, jailed up to one year, or both. A vessel that breaks the rules can be required to pay up to $5,000 to the United States; a court decides the amount and can place a lien on the vessel. With the Secretary’s approval, the Surgeon General may reduce or cancel those vessel penalties.
