The Secretary cannot award a grant or cooperative agreement under this part unless the recipient agrees to spend no more than 5% of the award on administrative costs. For grants, the applicant must send an application that explains how the money will be spent, gives assurances that it will follow the rules the Secretary requires, and includes any other information or forms the Secretary asks for. The Secretary must evaluate the activities paid for by these awards and, within 1 year after finishing those evaluations, send a report of the findings to Congress. The terms "Indian tribe" and "tribal organization" mean what section 1603 of title 25 defines. The law authorizes $20,000,000 for each fiscal year 2020 through 2024 and $33,000,000 for each fiscal year 2025 through 2029.
