Create a 5-year national public education campaign, led by the CDC and done with professional oral health groups, if money is available. The campaign must teach how to prevent mouth diseases like early childhood cavities, other cavities, gum disease, and oral cancer. The campaign must focus on groups such as children, pregnant women, parents, older adults, people with disabilities, and racial and ethnic minority groups, including Indians, Alaska Natives, and Native Hawaiians, using culturally and language-appropriate messages. It must use science-based methods, such as community water fluoridation and dental sealants. The Secretary can give grants, contracts, or cooperative agreements, working with CDC and HRSA, to dental associations, state or tribal health programs, accredited dental education programs, and nonprofit community groups that partner with others to improve prevention, awareness, and access to dental care.
