The NIH Director must require institutions that get NIH grants or other external awards in fiscal year 2026 and later to finish any investigation about harassment, bullying, retaliation, or hostile work conditions involving anyone named as a principal investigator or key personnel in a Notice of Award or progress report, even if that person leaves their job during the investigation. The Director may refuse to let an award move to another institution if concerns are not resolved to NIH’s satisfaction, may share investigation reports and findings as needed with funded institutions in fiscal year 2026 or later, and may make rules to carry out these requirements.
