Creates an Office of Behavioral and Social Sciences Research inside the NIH, led by a director who is appointed by the NIH Director. The director must coordinate NIH-funded research about how human behavior affects the development, treatment, and prevention of medical conditions, and must work with NIH institutes to pick and develop research projects. Covered studies include teen pregnancy, infant mortality, violent behavior, suicide, and homelessness. It excludes neurobiological studies and studies that watch behavior only to learn about cell- or molecule-level activity.
