Creates the National Science Advisory Board for Biosecurity (called the Board) at NIH. The Board must give technical advice to federal departments and agencies about biosafety and biosecurity for biomedical research. That includes advice on research that could be used for good or misused for harm, weighing safety, national security, benefits, openness, and international work. The Board must also continue the work required under section 205 of the Pandemic and All-Hazards Preparedness Act (Public Law 109–417). It can look at using new technologies to lower risks and at training and outreach for researchers and lab staff. The Board has non-voting ex officio members from several departments (including HHS, DOD, USDA, DHS, DOE, State, OSTP, and ODNI) and any other agencies the Secretary thinks are needed. The Secretary appoints voting members who have expertise in biology, infectious disease, public health, ethics, national security, and other relevant fields.
