The Director of the National Cancer Institute must expand and coordinate research on breast cancer, ovarian cancer, and other cancers of the female reproductive system. The Director will work with the National Cancer Advisory Board and with other NIH institutes and agencies. Research must cover basic science, clinical studies on causes, prevention, detection, and treatment, community control programs (including help for medically underserved, low‑income, and minority women), public education, and research centers that bring together different kinds of scientists. The Director must use a written plan for these programs, consider the Institute’s needs shown in its annual budget estimate under section 285a–2(9), review and update the plan regularly, and send the plan and any updates to the President’s Cancer Panel, the Secretary, and the Director of NIH. By October 1, 1993 the initial plan must be submitted, and the Secretary must share the plan and revisions with the House Committee on Energy and Commerce and the Senate Committee on Labor and Human Resources. The Director must also include in the Institute’s biennial report under section 284b a description of the research plan, an assessment of how the plan was made and put into action, an evaluation of progress, a summary of NIH spending on these cancers during the report period, and any comments or recommendations the Director thinks appropriate.
