Creates a national program to support research, training, education, and services for heart, blood vessel, lung, and blood diseases and for the management of blood resources. It covers studies of causes and prevention (including social, environmental, behavioral, nutritional, biological, and genetic factors), basic biological research, development and testing of treatments and devices (including computers), technology and engineering projects, large field studies and demonstrations, blood collection and use, training for scientists and clinicians, public and professional education, research on children’s diseases, and emergency medical services. The program must be coordinated with other federal research institutes and must give special attention to stroke work, coordinating with the National Institute of Neurological and Communicative Disorders and Stroke. The Institute Director, with advice from the advisory council, must update the program plan every year. Under NIH rules, the Director may hire up to 100 expert consultants, build or fix labs and equipment, make construction grants, lease buildings in the Washington, D.C. area for up to 10 years, enter contracts and agreements as needed, fund patient care costs for research participants, and must run intramural training and continuing education programs.
