The Institute must have three division directors: one for diabetes, endocrinology and metabolic diseases; one for digestive diseases and nutrition; and one for kidney, urologic and hematologic diseases. Working under the Institute Director, these division directors must create a coordinated plan (with spending recommendations) for NIH research and training on those conditions, check and improve management as needed, watch and review related spending, and find research opportunities and how to use them. The Institute Director must send those plans and reviews to the NIH Director with any comments. Using those division directors, the Institute Director must run research and training programs (except training paid by Ruth L. Kirschstein National Research Service Awards under section 288) for diagnosing, preventing, and treating those conditions. This includes support for medical school training, advanced clinical and epidemiology training, epidemiology studies, clinical trials, and interdisciplinary research, and it must set up evaluation, planning, and ways to share the knowledge gained.
