The Director must give grants and sign cooperative agreements with public or private nonprofit groups to create or expand at least 10 Claude D. Pepper Older Americans Independence Centers. Each center must be at one institution or a group of institutions that meet the research and training standards the Director sets. Each center must study aging and the diagnosis and treatment of age‑related conditions, including menopause, and test treatments, devices, and other ways to help people avoid long hospital stays or being placed in institutions and to increase their independence. Centers must also train people to do this research. The Director should place centers fairly across the main U.S. regions. "Independence" means being able to do daily tasks without help.
