The National Institute of General Medical Sciences funds and runs basic medical and related science research. It also supports training, shares health information when needed, and runs programs for areas that matter to more than one other national research institute or are not covered by any other institute. The NIH Director, through the Institute, must start a program to help institutions in states with a history of low success getting research grants become more competitive. That program can give technical help with grant applications, help make research plans, and help carry out those plans. The Director must also start a program to fund research led by people who have never been the lead researcher on projects funded by the Director.
