Creates a program at the Institute called the Applied Toxicological Research and Testing Program to study how toxic substances affect health. The Institute director must expand what we know about health effects from environmental agents; collect more toxicology data on certain chemicals; develop and check tests and methods, including alternatives that can cut down on animal use; set rules and a process for accepting those alternative tests for regulatory use; share results with government, medical, scientific, and public groups; and coordinate related HHS activities.
