Creates an Office of Rural Mental Health Research inside the Institute. The Office will have a director picked by the Institute’s Director who has experience with rural mental health. The Secretary will use that director to carry out the Office’s work. The director must coordinate Health and Human Services research on mental health in rural areas and work with similar public and nonprofit programs. The director can study problems that are unique to or worse in rural places, test ways to improve services, and share the results. The Office can do the work itself or fund public or nonprofit groups by grants, cooperative agreements, or contracts.
