The Secretary must give grants and make contracts with public or private nonprofit colleges and universities and with individual scientists to support nonprofit biomedical science publications. The money can pay for collecting, writing, editing, and publishing items like reviews, abstracts, indexes, handbooks, bibliographies, and other similar materials about scientific work and developments. Funding for any single periodical publication cannot run longer than 3 years unless the Secretary finds more support is needed to carry out these purposes.
