Creates the National Institutes of Health Management Fund so the NIH Director can move money each year from two or more appropriations when shared costs cannot be fairly split. Money in the fund can pay those costs under rules the Director sets. The Director may run employee meal services and set prices to cover their cost, and meal income must go into the fund. Money moved to the fund can be used only in the same fiscal year, and, when possible, final cost differences must be settled with the original appropriations.
