The Secretary of Health and Human Services must set up, inside the National Institutes of Health and working with FEMA’s administrator, a bigger program to study burns, improve burn care, and help fire victims recover. The program must create 25 new burn centers (separate hospitals with special burn care plus research and teaching) and 25 new burn units (special sections in general hospitals for burn patients). It must also help start 90 burn programs in general hospitals with teams of burn specialists, train and support those specialists, provide emergency burn-care training, expand research on burns and smoke inhalation, and support other treatment and rehabilitation research and training. Up to $5,000,000 is authorized for the fiscal year ending June 30, 1975, and up to $8,000,000 for the fiscal year ending June 30, 1976.
