The Secretary must give grants, contracts, or cooperative agreements to state substance use disorder agencies, local governments, nonprofit groups, and Indian Tribes and Tribal organizations in places with high or fast-growing heroin or opioid use. Money must expand access to proven care, like medication-assisted treatment and other medically appropriate services, and must be used only for approaches shown by reliable scientific studies to help with opioid problems. At least 15 percent of the funds must go to areas outside metropolitan statistical areas, and the Secretary must consider the special needs of rural places with high opioid rates or few services. Applicants must send an application and a plan to evaluate their project, and must provide periodic and final reports. The Secretary must evaluate projects, share useful findings, offer technical help to states, tribes, and providers, and fund only programs that include recovery services as a key part. Congress authorized $25,000,000 for each of fiscal years 2023 through 2027.
