Makes money available to States, local governments, Indian Tribes and tribal organizations, and certain public or nonprofit groups to create programs that steer people with mental illness away from jail and into community mental health care. The Health Secretary must work with the Attorney General and others, and must write rules and outcome measures for these programs. Applicants must promise that diverted people will get community-based care that follows evidence-based practices (for example, case management, medication access, combined mental health and substance use treatment, peer support, and coordination with housing, job, education, and health services), show that criminal justice and health agencies have worked together, say why federal help is needed, explain how the program fits with existing services and will continue after federal funds end, and describe how the program will be evaluated. Programs helping veterans may get special consideration. Grant money can be used to link diversion programs into existing care, expand community services, train staff and justice workers, do outreach and crisis work, and set up diversion before booking, arrest, or release. The federal share can pay up to 75 percent of program costs and must fund new expenses; the rest can be paid in cash or in-kind and the Secretary can waive the match. Grants must be spread fairly across regions and between urban and rural areas. The Secretary may give training and technical help, programs must be evaluated at least once a year, and up to $14,000,000 is authorized each year for fiscal years 2023 through 2027.
