Title 42 › Chapter CHAPTER 6A— - PUBLIC HEALTH SERVICE › Subchapter SUBCHAPTER III–A— - SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION › Part Part B— - Centers and Programs › Subpart subpart 3— - center for mental health services › § 290bb–41
The Secretary must give grants to states, local governments, Indian Tribes, Tribal organizations, and nonprofit groups to train teachers and other school staff to spot mental health problems in children and teens and to help families get services. Grants also fund training for emergency responders, veterans, law enforcement, and other people to identify and respond to people with mental illness. Emergency services personnel include paramedics, firefighters, and EMTs. Grants must be spread fairly across U.S. regions and between urban and rural areas. Applicants must apply as the Secretary requires and include a plan to evaluate their work. Grants must pay for programs backed by research that teach how to recognize signs of mental illness, what local resources are available or how to safely calm a crisis, and how to prevent and respond to suicide. Grantees must send evaluations to the Secretary showing how the programs were run and what results they achieved. The Secretary can help grantees with evaluation, using proven practices, and working together. The law authorizes $24,963,000 for each fiscal year 2023 through 2027 to carry out these grants.
