The Secretary must give grants, contracts, or cooperative agreements to public or private nonprofit groups, including Indian Tribes, Tribal organizations, and health programs run with the Indian Health Service. Money must be used to spot kids, teens, and young adults at risk of substance use and to offer early help. It must pay for treatment for young people with substance use disorders, including those who also have mental health problems. It must also help pregnant and parenting women with substance use disorders get treatment, connect them to community supports, and help keep children in safe, stable homes with proper health care. Priority goes to programs that use proven, cost-effective approaches and that work with schools, juvenile justice, child welfare, substance abuse, and mental health agencies. Priority also goes to programs that offer a full range of coordinated services (including case management), are gender- and culture-sensitive, involve families, and provide aftercare. Awards can last up to 5 fiscal years. Applicants must apply as the Secretary requires and include a plan to evaluate the project and send periodic and final reports. Congress authorized $29,605,000 for each of fiscal years 2023 through 2027.
