The Secretary cannot give grant money to a state unless the state's application includes a statement that shows current programs serving homeless people and where those programs have gaps. The statement must also give a coordinated plan for services and housing (with proof that suitable housing will be provided), name the source of required non‑Federal contributions and assure those funds will be available at the start of the grant, explain any voucher system to be used, and include any other information the Secretary reasonably asks for.
