The federal agency will not give the grant money unless the State sends, with its application, a short plan for how it will use the funds that year. The plan must say which places in the State have the most homeless people who need mental health, substance use, or housing help. It must describe the programs and services to be paid for and explain how those programs will work with other public and private programs. The State must agree to update the plan during the year if major changes happen. The State must also give public notice and chances for people like family members, service users, and local agencies to comment on the plan and any updates. The services paid for must match the State’s official comprehensive mental health services plan. They must have been considered when that plan was made, be included in it, and be consistent with it.
