Summary

Health officials must work with the CDC to set up a public‑private working group to plan and start a targeted mental and behavioral health education campaign on college campuses. The campaign must explain mental health and disorders, urge students to seek help, show how mental health affects academic success, and help people spot early warning signs while reducing stigma. The group must include students and family members; college representatives (including minority‑serving schools and community colleges); national mental‑health and higher‑education groups; campus health and mental‑health providers; and public‑ and private‑sector experts in health campaigns. The group must make a plan that targets students and campus workers, uses research‑based messages, supports local anti‑stigma efforts using the National Health Information Center as a contact point, and proposes a social marketing campaign. Institution of higher education — means colleges and universities as defined in federal law. Up to $1,000,000 can be used to do this work for fiscal years 2023 through 2027.
