Title 42 › Chapter CHAPTER 6A— - PUBLIC HEALTH SERVICE › Subchapter SUBCHAPTER III–A— - SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION › Part Part D— - Miscellaneous Provisions Relating to Substance Abuse and Mental Health › § 290ee–5a
The Secretary can give grants to States, local, or tribal governments to start or grow START or similar programs. These programs pair social workers or mentors with families facing substance use disorders and child abuse or neglect to provide peer support, intensive treatment, and child welfare help. Grants can pay for staff training, more treatment and drug testing, better data sharing with courts and agencies, and program evaluation and technical help. Grantees must only serve families with an open child welfare record where substance use disorder was a reason for the record or finding. Grantees must coordinate with any grant under section 629g(f) that helps children affected by substance abuse. The Secretary may reserve not more than 5 percent of the funds for technical assistance from the National Center on Substance Abuse and Child Welfare.
