The Secretary must run a Minority Fellowship Program that gives fellowships and possible stipends. The program helps practitioners learn to diagnose, prevent, treat, and support recovery for people from racial and ethnic minority groups with mental or substance use disorders. It also aims to improve care and increase culturally competent workers who teach, run services, research, or provide direct care. Fellowships pay for post‑bachelor training, including master’s and doctoral degrees, for treatment professionals in fields like psychiatry, addiction medicine, nursing, social work, psychology, family therapy, and counseling. Up to $25,000,000 is authorized for each of fiscal years 2023 through 2027.
