Funds made available under section 291j–8 may be used by the Secretary to give grants that pay up to 50 percent of the cost to build or modernize emergency rooms in public or nonprofit general hospitals, including adding or replacing medical transport facilities. Before awarding a grant, the Secretary must consult the State agency named under section 291d(a)(1). Projects and applicants must follow rules set by regulation. The rules must limit aid to projects that cannot get adequate help from other federal, state, local, or private sources, and must focus on improving emergency care for accident victims and other medical emergencies, especially in places with special need.
