Defines key words used in this part of the law. It explains who counts as eligible schools and lenders, what a line of credit is, how to calculate a default rate, and who the Secretary is. Eligible institution means, for a fiscal year, a school that trains doctors, dentists, veterinarians, optometrists, podiatrists, pharmacists, public health workers, allied health professionals, or chiropractors, or a graduate program in health administration or behavioral and mental health practice (including clinical psychology). Eligible lender means one of several types: an eligible institution that was a lender before September 15, 1992; a State agency or instrumentality; a supervised financial or credit institution (including an insurance company); a pension fund approved by the Secretary; or a State-designated, State-regulated nonprofit approved by the Secretary. Line of credit means an agreement where the loan is paid in yearly installments or where the lender agrees to make more loans in later years. School of allied health means a program that leads to a master’s or doctoral degree. Default rate means the percentage equal to (principal of insured loans tied to the entity that entered repayment after April 7, 1987 and for which payments were made under section 292f(a) to insurance beneficiaries, excluding loans paid because of death or total and permanent disability, loans where the borrower restarts payments to the Secretary under section 292f(b) and keeps them for 12 consecutive months, and loans discharged in bankruptcy) divided by (total principal of insured loans tied to the entity that entered repayment after April 7, 1987). Eligible entity means an eligible institution, an eligible lender, or a holder. Secretary means the Secretary of Education.
