Congress set aside money to run the Corporation: $90,000,000 for fiscal year 1975, $100,000,000 for fiscal year 1976, and whatever amount is needed for fiscal year 1977. It also set $205,000,000 for fiscal year 1978 and whatever sums are needed for each of the two following fiscal years. The first payment may be made after six or more Board members are appointed and qualified. Those appropriations can cover at most two fiscal years and are paid in yearly installments at the start of each fiscal year in the amounts Congress specifies. Money from nonfederal sources must be kept and reported separate from federal funds. Nonfederal money meant for legal help cannot be spent for things the law forbids. Recipients may still accept other public or tribal funds and use them as intended, and they may hire private lawyers, law firms, state or local attorney groups, or legal aid societies with public defender programs to provide legal help to eligible clients. No more than 10 percent of the amounts set aside under the first paragraph for any fiscal year may be used for grants or contracts under section 2996e(a)(3).
