Establishes goals under the Older Americans Act of 1965 to help older Americans who lack needed services. It requires programs that give health, education, and support services; pay special attention to elders with special needs; and, until everyone can be served, give priority to those with the greatest economic and social need. It also requires coordinated delivery of essential services that can create meaningful jobs for older and younger people and volunteers. Planning and running these programs must be a partnership of older people, community groups, and state and local governments, with federal help.
