The Secretary may give grants to State health agencies to help plan, set up, run, coordinate, and check family planning services. A State must send and get approval for a plan that shows a coordinated, complete family planning program before it can get a grant. The money is divided among States by the Secretary based on each State's population and financial need. "State" includes the Commonwealth of Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, the Virgin Islands, the District of Columbia, and the Trust Territory of the Pacific Islands. Congress authorized $10,000,000 for the year ending June 30, 1971; $15,000,000 for the year ending June 30, 1972; and $20,000,000 for the year ending June 30, 1973.
