After talking with the Director of the National Heart, Lung, and Blood Institute and the Commissioner of Food and Drugs, the Secretary must set up a research and education program about blood donation and transfusion to keep the blood supply safe and make it better. The program must reach three groups. For the public and patients it must show donation is safe, explain that donors help meet a national need, encourage donating more than once a year, and ask repeat donors to recruit new donors. For health professionals it must improve skills and judgment about using blood and blood parts, teach risks and benefits, and promote alternatives to transfusion. For the community it must improve coordination among community, professional, industry, and government groups on donation and transfusion.
