Federal payments will only keep going if a State agrees to put up non‑federal money or support for certain costs. For the second and third years of payments, the State must match at least $1 for every $1 of federal funds. For the fourth and later years, the State must match at least $2 for every $1 of federal funds. No match is required for the first year. The matching money can pay either the costs of carrying out the program’s purpose or the costs of improving rural emergency medical services. The State can use cash or in‑kind items (fairly valued, like buildings, equipment, or services). Money or services provided or heavily subsidized by the federal government cannot count toward the match.
