Pays for education and information programs to help prevent and lower the chance of getting and spreading the agent that causes AIDS. Programs that get this money must tell people about the harms of having many sexual partners and of injecting drugs, and must tell about the benefits of not doing those things. The money cannot be used to provide education meant to promote or encourage sex (between people of the same or opposite sex) or injecting drugs. Programs may still give accurate information about different ways to reduce a person’s risk of exposure or transmission, as long as the materials are not obscene.
