The Secretary cannot give the yearly federal payments unless the state sends a plan that explains how it will spend the money. The plan must say what the money will be used for, who and what areas need the services, what programs and services will be supported, and how those programs will work with other public and private programs. The state must also submit an application with required agreements and promises to follow the rules, signed by the state’s chief executive, and in the form the Secretary requires. The state must also give public notice about the plan (and any changes) and let people comment on it.
