The Secretary, through the CDC Director, can give grants to government and nonprofit AIDS groups and must make contracts with public or private groups to create public service announcements and paid ads warning people about activities that risk infection with the agent that causes AIDS. To get funding, groups must apply and provide the assurances and information the Secretary requires.
