The Secretary can give grants to public agencies, migrant and community health centers, and nonprofit AIDS groups. The grants are to help them give prevention information to people who do not have good access to services about how the virus that causes AIDS is spread and how to avoid exposure. When picking grantees, the Secretary must prefer applicants who can get this information out quickly, including national groups.
