The Secretary must pick and publicly name an HHS employee (who may be called the Director of At-Risk Individuals) to lead work on helping at-risk people before, during, and after a public health emergency declared by the Secretary. That person must watch for new problems and risks, make sure national preparedness goals include the needs of at-risk people, help other federal agencies plan and respond, and require state and local grant recipients to include plans for at-risk groups. They must also make sure the national stockpile considers at-risk populations, oversee training on medical care for casualties that covers at-risk people, and share best outreach and care practices quickly when threats appear. They must also make sure health messages are given in ways people can use and understand, and help bring together data from federal, state, local, Tribal, and territorial sources for the national surveillance system. This includes tracking information on pregnant and postpartum women and infants and any bad health outcomes they may face.
