The Secretary, through the HRSA Administrator and with the Assistant Secretary for Preparedness and Response, must give guidance and technical help to health centers funded under section 254b and to state and local health departments and emergency managers. The goal is to include health centers in emergency plans and help them provide primary care during public health emergencies. The Secretary must also encourage health center staff to join emergency medical response programs, including the National Disaster Medical System (section 300hh–11), the Volunteer Medical Reserve Corps (section 300hh–15), and the Emergency System for Advance Registration of Health Professions Volunteers (section 247d–7b).
