When the Administrator learns that a contaminant is in or may enter a public water system or an underground drinking water source, or that a threatened or possible terrorist or other intentional act could disrupt safe drinking water and pose an immediate and serious danger to people, and state or local officials have not acted to protect people, the Administrator can act to protect public health. When possible, they must talk with state and local officials to check the facts and see what those officials will do. The Administrator can order steps to protect water users (including travelers), require those who caused the danger to provide alternate water, and start a civil lawsuit to get court orders to stop the harm. If someone disobeys an order the Administrator issues about protecting water users, a United States district court can fine that person up to $15,000 for each day the violation continues.
