Defines important words used in this part of the law. "Adult with a special need" means someone 18 or older who needs help with basic needs, to avoid hurting themselves or others, or to stay out of an institution. "Aging and disability resource center" means a state-run program that gives coordinated long-term care information, personal counseling, and a single entry point to public long-term care programs. "Child with a special need" means someone under 18 who needs more care or supervision than other children to meet basic needs or avoid injury. "Eligible State agency" means a state agency that runs certain older-adult or Medicaid programs (or is picked by the Governor), is an aging and disability resource center, works with a statewide respite group, and can work with other agencies, understands caregiver and respite issues across ages and conditions, and can involve families and care recipients. "Family caregiver" means an unpaid family member, foster parent, or other unpaid person who provides in-home monitoring, management, supervision, or treatment for a person with a special need. "Lifespan respite care" means a coordinated, community-based system of respite services for family caregivers of children or adults with special needs. "Respite care" means planned or emergency short-term care for a child or adult with a special need so the family caregiver gets temporary relief. "State" means any State, the District of Columbia, the Virgin Islands of the United States, the Commonwealth of Puerto Rico, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
