Not later than 90 days after August 7, 2015, the Administrator must develop and send Congress a strategic plan to assess and manage risks from algal toxins in public drinking water. The plan must show steps and timelines to: evaluate health risks; create and update a list of algal toxins that may harm people at likely exposure levels; summarize known health effects and the conditions that make toxin-producing algae grow; decide whether to publish health advisories under section 300g–1(b)(1)(F); give guidance on testing methods and how often to monitor; recommend feasible treatment and source water protection options; and make agreements and provide technical help to affected States and public water systems. The Administrator must update the plan as needed. The Administrator must also find gaps in knowledge about health effects and testing, consult with other federal agencies, States, water system operators, multinational agencies, foreign governments, research institutions, and companies, and collect and publish information those federal agencies have on cyanobacteria and harmful algal blooms. Carry out these duties under section 300g–1(b)(3)(A). The word “feasible” has the meaning in section 300g–1(b)(4)(D).
