The Secretary of Health, through the CDC Director, can give demonstration grants to up to three States that already get federal grants to screen women for breast or cervical cancer. The grants pay for extra preventive services beyond the screening program, such as blood pressure and cholesterol checks and health education. The projects must also make medical referrals and try to provide follow-up care for women who need it, and they must include evaluation and monitoring of what the projects do. The same program rules that apply to the breast and cervical screening grants also apply to these grants. Congress authorized $3,000,000 for fiscal year 1994 and “such sums as may be necessary” for fiscal years 1995 through 2003, but the money is only available in a year when at least $100,000,000 is appropriated for the related screening program.
