Summary

To get a grant under section 300x–21, a State must make it easier to refer people to treatment that fits their needs. The State must also give prevention, treatment, and recovery workers regular training on things like local drug trends, better and proven treatment methods, how to measure performance, how to collect and report data, and other topics that improve services. The State must link prevention and treatment work with other services, including health, social, correctional and criminal justice, educational, vocational rehabilitation, and employment services. If a State asks, the Secretary may waive any or all of these rules when they are not needed to keep service quality. The Secretary must say yes or no within 120 days. Any waiver only applies to that fiscal year.
