Requires the Secretary, with States and other interested groups, to make separate plans for the programs under subparts I and II that give States more flexibility and use outcome-based performance checks. Each plan must explain the flexibility, list common performance measures (including for pregnant addicts, HIV, tuberculosis, people with both substance use and mental disorders, children with serious emotional disturbance, and adults with serious mental illness), define the data to be used, note obstacles and fixes, state needed resources, and give a plan for putting it into action and any needed law changes. The plans must be sent no later than 2 years after October 17, 2000, to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Commerce. States may voluntarily share information as the plans are developed. The Secretary must include consumers, providers, state officials, and racial and ethnic representatives (including Native Americans) in the planning.
