Defines key terms used for state grants and programs about preventing and treating substance use. Authorized activities are the actions listed in section 300x–21(b), and they are limited by section 300x–31. Funding agreement means that for a state grant under section 300x–21, the Secretary may give the grant only if the state signs the required agreement. Prevention activities are actions to stop substance use disorders, as limited by section 300x–31. Substance use disorder means repeated use of alcohol or other drugs that causes clinically significant impairment. Treatment activities include treatment services and related authorized actions (see section 300x–31). Treatment facility is any organization that provides treatment services. Treatment services are care for substance use disorders, subject to section 300x–31.
