The Secretary must give free technical help to any State that gets a grant under section 300x or 300x–21. The help can go to the State or to a public or nonprofit group in the State. It covers planning, developing, and running the programs paid for by the grant. The Secretary can provide this help directly, hire contractors, or give grants to others to do it. If a State asks, the Secretary may also provide supplies, equipment, services, and assign Department of Health and Human Services staff to help the State. The Secretary must cut the State’s grant payments by the cost of those staff and the fair market value of the supplies or services. The amounts taken from the payments must be spent to pay those costs.
