Calls for programs to prevent teen premarital sex and pregnancy, to help pregnant teens and teen parents, to promote adoption, and to expand research into causes and solutions. It notes that in 1978 about 1,100,000 teenagers became pregnant, more than 500,000 carried their babies to term, and over one-half of those babies were born out of wedlock. Adolescents aged seventeen and younger accounted for more than one-half of out-of-wedlock teen births. Many pregnant teens were themselves born to unmarried adolescent parents. About 80 percent of unmarried teens who carry pregnancies to term live with their families before, during, and after the birth. Pregnancy among unmarried adolescents often causes health, social, and economic harms (for example, more medical complications, low birth weight, higher infant death and illness, school dropout, unstable marriages, job problems, and greater risk of welfare). Only 4 percent of unmarried pregnant teens who carry to term place their babies for adoption or arrange care with relatives or friends. The problems are complex and are best handled by family support, religious and community groups, and better-coordinated public services. Aims include finding ways to reach teens while they are still with their families; promoting adoption as an option; creating coordinated, full services for pregnant adolescents and adolescent parents (with priority for unmarried teens seventeen years of age or under); helping pregnant teens get proper care and become productive members of family and community; helping families address the social causes of adolescent pregnancy; supporting research and demonstration projects on causes, contraception, pregnancy, and childrearing; and sharing the results so effective programs can be used in both urban and rural areas.
