The Secretary must make sure federal programs that try to prevent teen sexual activity and teen pregnancies, and that care for pregnant teens, work together. To do that, the Secretary must require grant recipients running demonstration projects to report problems that block services, give technical help to states and local groups, review HHS programs and talk with other federal agencies about fixing mismatched rules, and favor funding for projects that use one coordinated grant application or that offer full prevention and care services. Organizations with grants for these demonstration projects in the same local area must coordinate their work with each other.
